The problem
People in crisis need to know one thing fast: is this resource reachable today. That answer is scattered across static directories, PDFs, phone calls, and word of mouth. People waste bus fare and energy on closed doors, provider staff answer the same questions all day, and local leaders lack simple public demand signals.
Why existing systems still need a public status layer
211, HMIS, and coordinated entry are essential, and they do their jobs well. They were designed for referral navigation and internal client-level coordination, not for showing the public a fresh, at-a-glance status for every urgent resource. Directories show where help may exist; none of these tools is built to show what providers say is available, limited, full, or closed today.
What HelpSignal adds
A mobile-first public status board. No login for the public. Providers update each listing in seconds with statuses like Available, Limited, Full, Call First, or Closed Today, plus a last-updated timestamp and plain-language instructions. An administrator maintains data quality and produces anonymous usage analytics.
HelpSignal does not replace HMIS, coordinated entry, 211, provider intake, or case management. It complements existing systems by adding a public-facing status layer for local urgent resources.

Public users always access HelpSignal free, and providers participate free during the pilot. Sponsors fund operations and reporting. Price scales with operated listings and reporting cadence, the two drivers of admin effort.
